Edo Speaker advises secs to LGs

BENIN CITY- Speaker, Edo State House of Assembly, Rt Hon. Zakawanu Garuba has reiterated Parliament determination to ensure that what it envisaged while creating the office of the Secretary to Local Government Council in the Local Government law is not misplaced.


Speaking while receiving in audience, the forum for Secretaries to Local Governments in Edo State yesterday in his office, Rt Hon. Garuba stated that a council chairman who valued his /her secretary would not deal with the civil servants in the council directly.


The speaker said that secretaries to councils were supposed to co-ordinate the activities of civil servants at the council level and not the other way round.


He added that the parliament would take steps to ensure that what it envisaged while creating the office of Secretary to the Local Government Council was not misplaced because a pro-active and well co-ordinated local government council was essential for effective delivery of the dividends of democracy to the people at the grassroots.


Earlier, the co-ordinator, forum for Secretaries to Local Government Councils, Mr. Thompson Osagie said the body was in the speaker’s office to intimate him of their activities at the council level.


Mr. Osagie further hinted that they had some difficulties in the implementation of the emolument law especially in areas not monetized, adding that their jobs would be better improved if they were provided with personal assistant or a commensurate sum given for them to recruit same.


We wish to possibly appeal to you to give us hope so that we can be made to leave with our official vehicle at the end of successful completion of our tenure as secretary to the local government.


Participation in trainings and seminar is a catalyst to human capital development, hence we call for inclusion of secretaries in mandatory training emanating from the House of Assembly or any other arm of government, the forum said.
