BENIN CITY- The Forum of Councillors Edo State, has called for Section 19 (7) ( C) of the Edo State Local Government Law 2000, to be expunged, to allow the legislative Arm of local Government Councils in the state carry out their over-sight functions.
This was contained in the report of the Adhoc Committee set up by the forum which was formally submitted to the chairman, Edo State House of Assembly standing committee on Local Government and Chieftaincy Affairs Hon. Patrick Aisowieren by the chairman of Edo Forum of Councillor Hon. Andrew Ehidiamhen, shortly after the Adhoc Committee, submitted its report to the chairman of the forum of councillors in Benin City yesterday.
The report of the adhoc committee acknowledge that both the State House of Assembly and the local government legislative council were law making organs in their respective levels of government, but noted with concern the over-bearing effect of the action(s) of the House of Assembly on the Affairs of local government councils.
“If this is checked or minimized by expunging sec 19 (7) (C) of the Edo State local government law 2000 and the re-amendment of sec 20 sub-sec 1 paragraph C of same law, will help in strengthening the local government system and democracy at the grass-root level, he added.
He also suggested that they should be allowed to exercise their full oversight functions as envisaged by the constitution of the Federal Republic of Nigeria as obtained at the state and federal levels.
